Part 5 · The Language Map


There is a small set of words that does more than any other to determine whether architectural work gets funded. They are not technical terms. They are the words that translate a technical problem into a financial consequence — the vocabulary that lets a CFO and a board act on something they would otherwise file under “IT’s problem.” This chapter is about that vocabulary, because the gap between a correct technical case and a funded one is very often a gap of language, and it is a learnable gap.

The principle underneath the whole chapter, established in Chapter 26, is this: nobody funds an improvement, but everybody has to address a cost. The words that unlock budget are the words that reframe a request to improve something as an account of what not improving it already costs.


Stop Asking to Improve Things

The most common mistake in an architecture business case is the most natural one: asking for money to make something better. “We would like to modernise the integration estate.” “We need to invest in a new platform.” “We should consolidate our applications.” Each is true, each is reasonable, and each is competing — usually losing — against every other improvement the organisation could make with the same money.

The reason these requests struggle is that an improvement is discretionary. A board can always decline an improvement; the organisation will survive without it. Improvements compete on appetite, and appetite is finite. An architecture improvement framed as an improvement is in a queue behind every other good idea, judged on whether it is nicer to have than the alternatives.

The words that unlock budget move the request out of that queue entirely, by reframing it from a discretionary improvement into a non-discretionary cost that is already being incurred. The CFO who can decline an improvement cannot ignore a cost that is growing on their watch. The shift is from “this would be good to do” to “this is already costing us, here is how much, and here is how fast it grows” — and that shift is made almost entirely with three phrases.


The Three Phrases

Architecture debt. Introduced in Chapter 26, this is the foundational reframe. It takes a sprawl of structural problems — the point-to-point integrations, the duplicated systems, the absent data master — and names them as a single thing with a financial character: an accumulated liability that carries a cost and constrains future options. The word “debt” does enormous work, because debt is something a finance audience instinctively understands as real, quantifiable, and requiring service. You do not have to explain why debt matters; the metaphor carries the meaning. “We have significant architecture debt” lands as “there is a liability on the books” in a way that “our systems are a bit tangled” never will.

Strategic capability. This phrase connects a technical investment to the organisation’s ability to do something it has decided matters. It reframes spending on architecture from “IT housekeeping” to “building the ability to pursue the strategy.” A CFO will not fund a platform; a CFO will fund “the capability to launch new services in weeks instead of years”, which is what the platform enables. The word “capability” links the technical thing to the strategic ability, and the word “strategic” signals that declining it has consequences for the organisation’s stated direction, not just its IT.

Cost of inaction. This is the phrase that does the most work of all, because it inverts the entire frame. Every other phrase still sounds, faintly, like a request. “Cost of inaction” sounds like a warning, and warnings command attention that requests do not. It says: there is a cost being incurred right now, whether or not you act, and the only choice is whether to address it or keep paying it. Quantified — “the cost of inaction is roughly £X this year, rising to £Y next year as the risk compounds” — it converts the conversation from “should we spend money?” to “we are already spending money on this problem; do we want to keep doing so, or fix it?” That is a question with a much harder “no.”


Translating Problem to Risk to Investment

The full move that unlocks budget is a three-step translation, and the words above are the joints between the steps.

It starts with the architecture problem — the technical reality, stated honestly: thirty-four fragile point-to-point integrations, a platform going out of support, no data master. This is where the architect naturally lives, and where the case usually dies, because a board cannot act on a technical reality it cannot evaluate.

It translates to financial risk — the architecture problem expressed as a quantity with a probability and a time dimension. The fragile integrations become “a quantified likelihood of a clinical-system failure, with an estimated cost per occurrence.” The end-of-support platform becomes “a rising run cost plus an uninsurable risk exposure.” The translation step is where the architect must do work that does not come naturally: attaching numbers, even rough ones, to consequences. A range is fine; “between £X and £Y” is infinitely more actionable than “significant.”

It arrives at the investment case — the cost of addressing the risk, set against the cost of carrying it. Now the board is comparing two numbers it understands: the cost to fix versus the cost of inaction over time. The architecture has disappeared from the conversation, replaced by a financial comparison, which is exactly the right place for the decision to be made.


Meridian’s VMware Case

Meridian’s EA makes the VMware exit business case twice, and the difference between the two attempts is entirely linguistic.

The first attempt is the architecture problem stated as an architecture problem: the VMware estate is end-of-life, the licensing model has changed, the infrastructure carries architecture debt, and the organisation should modernise to cloud. Every word is true. The board hears a request to spend several million pounds improving IT infrastructure, files it as discretionary, and defers it pending “prioritisation against other investments.” The correct case, framed as an improvement, joins the queue and stalls.

The second attempt makes the three-step translation explicit. The architecture problem is the same, but it is translated. The financial risk is quantified: the licensing cost has tripled to a stated figure; the platform is unsupported, meaning a serious failure has no vendor remedy and an estimated clinical-continuity exposure; and crucially, every year of deferral adds an estimated amount to the eventual migration cost, because the estate keeps growing and the skills keep leaving. The cost of inaction is named as a number that rises each year. The investment case sets the migration cost against that rising cost of inaction and shows the crossover point beyond which deferring costs more than acting.

The board approves the second case in the same meeting it is presented. Nothing about the architecture changed. The EA did not discover new facts or design a better solution. She translated the same solution from the language of improvement into the language of cost-of-inaction, and the translation was worth several million pounds of funding and roughly eighteen months of delay avoided. This is the most concrete demonstration in the book of the chapter’s claim: the words that unlock budget are not rhetoric, they are the difference between a correct case that fails and the same case that succeeds.


Honesty in the Numbers

A warning, because the technique can be abused. The words that unlock budget are powerful, and power invites exaggeration. The temptation is to inflate the cost of inaction, to overstate the risk, to make the number scary enough to guarantee the funding. This is a mistake that destroys the thing it exploits.

The cost-of-inaction frame works because it is credible — because a finance audience believes the numbers reflect real exposure. An architect who inflates the numbers wins the current funding and loses the credibility that makes the next case work. When the predicted catastrophe does not arrive, or the cost of inaction turns out to have been overstated, the architect’s future cases are discounted, and the discount is permanent. The discipline is to use the most honest numbers available, to express them as ranges that reflect genuine uncertainty, and to be willing to say “this is our best estimate and here is what it depends on.” Credible numbers fund the programme and preserve the credibility to fund the next one. Scary numbers fund this programme and forfeit the future.


Translator Panel

Architects instinctively say: “We need to invest in modernising our infrastructure.” > What that means: A discretionary improvement request, competing against every other good idea for finite appetite, and likely to lose or be deferred. The board can always decline an improvement, because the organisation survives without it.

The words that unlock budget say: “Our current infrastructure carries a cost of inaction of roughly £X this year, rising annually, made up of run cost, an uninsurable failure risk, and the growing cost of eventually fixing it. Here is what addressing it costs by comparison.” > What that means: A non-discretionary cost the organisation is already incurring, quantified and growing, set against the cost to fix. The board is no longer deciding whether to fund an improvement; it is deciding whether to keep paying a rising bill. That is a much harder thing to defer.


The Key Idea
