The capability workshop runs the way it always runs. Twelve people around a table, a facilitator with a shared screen, a map with forty boxes waiting for a colour.
The data steward is there because someone thought operations should have a seat. Nobody expects him to use it.
Vendor Risk: green. Change Control: amber. Business Continuity: green. A workshop like this rates forty capabilities in an afternoon.
Then: Data Quality.
The business owner says green. Nobody disagrees. The facilitator writes it down.
Nobody asks him. He does not offer it.
Not because he does not know. He reconciles the customer file by hand most Fridays, patching what the systems get wrong before the reports go out. He knows exactly what colour it is. Nobody in that seat gets thanked for reopening a rating the room already agreed on.
Here is what the map is actually measuring.
A capability map is not a measurement of the work. It is a measurement of who is willing to argue with the room. Green does not mean healthy. It means uncontested.
The room moves fast for reasons that make sense. Forty boxes, ninety minutes, no time to relitigate an agreed rating. A business owner who already said green to her board and cannot unsay it now. A facilitator paid to produce the map, not interrogate it. Each reason sound on its own terms. None of them the truth.
You cannot workshop your way to the truth. A map with the right colours is not the same as an organisation that knows its own condition. The gap between them is the size of every person in the room who decided, correctly, that today was not the day to say so.
Every organisation has two capability maps. The one the workshop produces, forty boxes and a colour for each. And the one the data steward carries in his head, built from every Friday patching what the map calls healthy. Only one of them was ever true.
Nobody put the second one on the wall.
